The turned off lamp is counting as source of light to the room (restaurant and bathroom)

Steps to Reproduce
make a room like a restaurant or a bathroom and put a turned off light, and it will count as source of light

Thats consitent with everything else. It just has to be there. You can build a room with given object, and disable all of them. It still counts. 

They system just detects if object X is present, not if its working.
