[TU-210794] Liquid tepidizer submerged status

Liquid tepidizer does not recognize being submerged in liquid oxygen.  Normally 600kg of water or contaminated water is needed for the object to operate.  This is 75% of a full tile of liquid.  75% of a full tile of liquid oxygen is 375 kg.  Screen shot shows a fully submerged object and yet it does not turn on.

Steps to Reproduce
Build the object and fill the tiles to 500 kg, even though the tiles are now "full" the object does not think so.

I also ran into this when building a setup to turn LOX into breathable air, it seems to run in liquid oxgen when not fully sumberged, but not when it is.

Returned to simply splatting the LOX onto some space heaters, they deal with it quickly enough and also cost less power to run.
