Transport tubes should be able to cross ladders and fire poles - else it causes quite some workarounds to cross long distances horizontally.

Steps to Reproduce
have your colony stretch out until you hit neutronium everywhere - then build the tubes

This is currently as designed.

An efficient tube network may take some work to plan and deploy!
