Tooltip uses the same dup name for 2 different ones

Screenshot attached, the important part is "Les tâches que xxx peut effectuer ici", ie, "Errands {Selected} could perform here:"

The tooltip uses the selected duplicant's name for both Joshua & Ari

Although not obvious on the screenshot, the new 'Express Themselves' and 'Expressing Themselves' strings that were added in the last hotfix make absolutely no sense.

Steps to Reproduce
Select a duplicant when another one is at the same place

The issue can be reproduced differently:

- Click on a duplicant
- mousehover another one

→ the tooltip displays the duplicant's name you've clicked on.

Also note the last line (= "Errands {Selected} could perform here:" / STRINGS.DUPLICANTS.CHORES.PRECONDITIONS.HEADER) which is not filled.

This is working as intended: it literally means, "things Marie (the selected dupe) could do to Lindsay (the hovered dupe). e.g. if Lindsay was incapacitated, Marie could rescue her. We should hide that header when there are no actions available, as in the screenshot, but otherwise there isn't a bug here.

We'll look into improving the wording here overall to make this more clear, though. Thanks for bringing up the issue!
