sometimes when you build a tile it will be there visually but if you want to place something on it, it will say foundation missing, if you deconstruct it, it stays there also sometimes when your duplicants are mining they will keep going even if the block in question is already mined, they will get stuck in an endless mining animation, it can be dodged by canceling the action but you can't build anything in that spot anymore

dig blocks, place tiles and sometimes the tiles will be seen as missing foundation
