A tile will be completely built, and when hovered over with the mouse it will recognize that that particular block is a tile. However, if anything is built on top of it (e.g., generator), it will say that there is a structural issue and that the object can't be used because there is a block missing below it (namely, the particular tile in question). Also, Duplicates will not recognize that the block is there either, or will only recognize that it is there half the time. Duplicates will either A.) stand on the block and then fall behind it, B.) walk through it (as if it were air), and/or C.) jump over it, etc.
Quitting the game completely and then turning it back on seemed to fix the issue.
Steps to Reproduce
Build a tile in place of dirt and then build something over it, such as a generator; or you could build something (e.g., generator) and then build the tile underneath it. I am not sure, but I believe that the dirt that it was built over was previously affected by the "Digging Stuck at 100%" glitch.
