Steel is counted as "Raw" metal

Steel should be a "refined" metal, not raw.

Steps to Reproduce
Create Steel. Look at it on the inventory list to the right of the screen.
Go to bugs

It seems that steel is count as a raw metal because it is allowed to build most of buildings that uses raw metal, like pumps.

So it's probably not a bug. ;)
