Steam turbines cannot be tuned up

The new steam turbine, while being a power source, cannot benefit from the 'tune up' buff provided by electrical engineers with microchips made at a power control station.

This might be intended behaviour, but I noticed it, so figured I'd report this. Balance wise, I think the new steam turbine is in a good position. The setup I used to test them had a loop with an aqua tuner. Even with super coolant running through the aqua tuner to be as efficient as possible, and automation with a smart battery to not waste any power, the steam turbine was just under energy production/consumption equilibrium. A smidge of extra power generation and the loop would be power positive while being heat negative. I tested this with 0 - 4 blocked ports.
Anyway, if it was allowed to tune up, I am certain that this loop would be power positive. Wether or not this is desired for game balance is up to you people, I think it would be ok, as tuning up requires dupe time of an electrical engineer dupe, as well as refined metal. ( Yay that we can stop them from using our tungsten for this! )
 


Steps to Reproduce
Build a steam turbine setup make the steam turbine be part of a room with a power control station add an electrical engineer dupe add refined metal Dupe will not tune up the steam turbine even though it would tune up a different kind of power generator.
