Steam library still running after quiting

After quitting to desktop through the game start screen or escape menu, steam will continue to show the game as running and will not allow another instance of the game to run until steam is restarted.

Steps to Reproduce
I updated to the latest version of ONI and steam on my computer and quit the game to get steam workshop content installed, and the game is still running.

Is the game still running in the task manager? If so, it can be a problem with ONI. If the process is gone, its a bug in Steam, and Klei cant do anything.

I had the same problem, when quitting the game, trying to return could not because it already reported the process running. And to make matters worse, it had dropped out of the system process list, had to go out and back in steam. And I used steam file scanning, and it stopped for now. Hoping this won't come back ....
