Sleet wheat grain inconsistant when it takes resources

Sometimes when the growth is halted it still uses water and dirt, sometimes not.

Steps to Reproduce
Grow some "growth halted" sleet wheat plants and try opening closing the game/ passing some time IRL Notice how sometimes it takes water/dirt and sometimes it takes nothing.

I forgot to say that in my case "growth halted" is always due to temperature.
