Shearing Station showed No Critter Ready

I have been experiencing the “No Critters Ready” issue for quite some time, affecting both old saves and newly created saves.

The shearing station is not functioning properly. I have already tried the following troubleshooting steps:

- Removed all mods

- Reinstalled the game

- Toggled both the grooming station and shearing station on and off

Unfortunately, none of these steps resolved the issue.

Because I am unable to obtain reed fiber, I cannot progress further in the game.

Please advise on a possible solution. I have attached a save file for reference.

Steps to Reproduce

Click the Shearing station and lock a dup with ranching skill in the room.

When baby dreckos mature into dreckos, their scale growth is set to 90% and isn't immediately eligible for shearing

It's hard to see but I'm pretty sure that says "Scale growth: 90%"

The scales only grow in hydrogen.

I recalled the shearing station worked fine at the beginning in the old save file. Then, it just stopped working all the sudden between patches.  Unfortunately, I cannot recall which patches. 

Oops. I can see that now. Thanks for pointing it out.

Starvation drecko shearing was patched out around U56-U57, I think?..

You need to keep them in hydrogen, and reasonably happy to shear them, even once.
