Reservoirs won't output contents if pipe isn't empty, yet materials are same.

Reservoirs won't output their contents if the pipe they output on has any amount of materials passing through it, despite being the same as the contents of the reservoir and having less than the maximum of the pipe in the output location.

Steps to Reproduce

Build a reservoir and fill it with liquid or gas. and have its output connected to a pipe that has similar materials passing through it at less than maximum capacity. Notice that the reservoir won't output any of its contents.

It is a consequence of game mechanics and is the same for all piping. For example, you also can't have the exhaust pipe of multiple NatGas generators go direcly on top of the output ports even though they output very little CO2. Same for pumps etc.
