Reservoirs could work with missed foundation

If you build a liquid or gas reservoir connect pipes to it, and after that destroy the foundation reservoir still would work.
Should it be like that?

define work? or maybe they fixed it already. but my gas reservoirs  don't output gas without a foundation. i dunno about the liquid though
