Its really annoying that old dupes didn't roll random interest if they don't have any

Load save before occupational update

That sort of thing doesn't get added retroactively.

Spoiler

Newly added dupes to the colony will still roll an interest, but pre-upgrade dupes will not get interests retroactively rolled for them
