Pipe layering is weird sometimes

As you can see on this screenshot, the pipe is behind the wheezewort while the circles that indicate that liquid is in the pipe are in front of the wheezewort

Steps to Reproduce
Plant a wheezewort in front of a pipe and pump liquid through the pipe
Go to bugs

And that's why you don't shift the layer of the planted plant back 3 from the Building layer (5) to the Liquid Conduit layer (2).
