On latest testing branch, dupes mistakenly show that they can't learn skill

Playing Q3-321393, Skills screen is incorrectly showing skills as unlearnable. Specifically saying that a dupe with Pacifist, Gourmet, and Ugly Crier cannot master digging skills.  Screenshots and save file attached.

I have the same issue here. It seems to be connected to the Pacifist Trait, as Combat is tied to Mining. All my Pacifist Dupes can't master the Mining Skills anymore.
