[OI - 2366794] Plastic ladder anticeptic property not observable in practice.

Despite the tooltip for plastic ladders claiming antiseptic properties, there appears no difference in germ die-off in germ tooltip of ladder. Just standard "Solid" kill off rate.

Steps to Reproduce
Get germs on plastic ladder. Compare with standard ladder.
Go to bugs

Yeah I can't find any support for this tag doing anything yet.
For all I know it might be hardcoded to do its thing in the simulator side, which ladders don't go anywhere near.
