[OI-234177] Animal Delivery Point destroys hatches

Trapped a Hatch, watched a dupe deliver it to Animal Delivery Point at which point it just vanished.  No Hatch, no bagged hatch in drop points inventory.. just gone

Hah. Figures. The hatch isn't allowed to spawn above any tile they can't burrow into.
The delivery point needs to force it to not enter this state.
