[OC-256131] Gas pumps always show "Filter: Chlorine"

All of my gas filters show "Filters: Chlorine" - no matter what they're set to, which overlay I choose, etc.

Steps to Reproduce
1) Build a Gas filter 2) Hover using mouse 3) Check UI tooltip
Go to bugs

I had similar issue... Mine gas pump was set to filter Hydrogen but it says "Filters: Oxygen" in the tooltip
