When a plant in a hydrofarm stops growing (because of lack of light, for example), it stops consuming water. However, if you load a savegame where the plant is ALREADY not growing, it will consume water. This continues until it starts growing and then stops growing again.
Basically, my current base has a farm that I often have turned off (using an automation switch to turn off the lights). After I load a save, I have to remember to flick the lights on and then back off. Otherwise I waste a bunch of water.
Steps to Reproduce
Load attached save. Find bristle berry farm (near printer). Look at the water overlay and note that the nongrowing plants are consuming water. Flick the lightswitch on, and then back off. Look at the water overlay and note that the nongrowing plants are no longer consuming water (which is presumably the desired state).
