"No oxygen diffuser" alert doesn't make sense anymore

The "no oxygen diffuser built" alert should either be changed or removed, since it is suggesting the player do something that doesn't really make sense on certain starts (such as a forest biome start or on a world where algae might not be generated).


Steps to Reproduce
Start any new game; mostly relates to forest biome starts.

The idea with the warning is good, but it should be changed to warn when oxygen consumption is higher than oxygen production.

Linking to a building made sense when we "the oxygen building". Now we have multiple buildings as well as non-building approaches like OxyFerns and off-gassing polluted water meaning it can be perfectly valid to not have any oxygen producing buildings.

The concept of a whitelist of ways to produce oxygen clashes with mods. There is already a piped alge terrarium mod.
