So far I have uncovered 3 neural vacillator. I used them all.
2 of them have a shrunken brain graphic. and has a recharge button (deliver).
1 of them has a fully enlarged brain graphic. BUT you can't assign dupes nor does it have a recharge delivery button.
It's basically a broken chair.

A developer has marked this issue as fixed. This means that the issue has been addressed in the current development build and will likely be in the next update.
