Most items cannot be build from steel

Most items  can be build from iron ore, but cannot be build from steel. Liquid Vent, for example.

Is it bug, or by design? 

It looks wrong, when somehing can be build from ore, but cannot be build from refined metal

Steps to Reproduce
just looks for available material for most items after steel creation
Go to bugs

It's because steel is a refined metal and all buildings can either only be made from ore or only from refined metal. Apparently it's intended, I don't really get why.
