Not sure if a bug or not, but in my current game, I noticed that regular hand wash basins are missing from my list of buildings I can build.
I finally did manage to research sinks, so it's no longer an issue, however, lack of these makes food poisoning in the early game a real killer, everyone was coming down with diarhea, and my main water supply got infected with food poison germs because dupes just kept spreading them everywhere.

 

Steps to Reproduce
Start a fresh game, look for the building.
Go to bugs

The Plum Gate

Sinks are in plumbing, wash basins are in medicine.

At least I think they are, the manual delivery sink is in medicine at beginning of the game.
