Machinery skill not seeming to affect times required to tune up

I've currently got a dupe that has 26 in machinery skill that seems to not go any faster than a dupe with 16.

Steps to Reproduce
Have a high skilled machinery dupe and a lower one tune up a generator and observe that it doesn't seem to help.
Go to bugs

it seem to affect the duration of buff rather then speed, same with husbandry for taking care of critters.

Machinery doesn't affect duration of the buff or it would last longer than 3 cycles (base duration).
