When toggling a building light, the overlay lights will not render until solids are updated in it's lit up area. This includes the light streaks, the glow effect, and the little dust particles.
This does not reproduce for me on the previous branch, but it consistently does in current live (U56-675600-SCP)
Shinebugs and other entity lights seem to work correctly, only buildings are affected.

This light was on the whole time, and the game was unpaused:
Steps to Reproduce
1. Place a lamp and power it, it has no glow
2. Place a tile or paint a solid element in it's lit cells, the light suddenly updates

A developer has marked this issue as fixed. This means that the issue has been addressed in the current development build and will likely be in the next update.
