I was replacing my regular tiles under my water area with insulated tiles when it started dumping water on my dupes heads. When I investigated, I noticed the amount of water dumped was reduced by lowering game speed. I then found that pausing at the exact moment of the tile's replacement prevents any leaking. This could mean that the fact that it is leaking is a bug, but no matter what, it should be consistent and not effected by the speed of the game.
