Game freezes of Klei splash screen

As the title says. When I try to start the game I get the Klei splash screen then the game freezes. I don't even get to the early access screen.

 

Because of this there is no output.log file for me to include but I am including by DxDiag.txt file

In order to find your game's output_log.txt file: Right click on Oxygen Not Included on your game library > Properties > Local Files Click on Browse Local Files The file will be located in SteamApps\common\OxygenNotIncluded\OxygenNotIncluded_Data\output_log.txt

Since the game does not progress beyond the splash screen, there is no output_log.txt file to include.
