Fish Drop counting phantom fish

My fish drops all show 26/20 critters and no fish are delivered. Screenshot shows two drops both behaving similarly. There are no fish in the water below.fish_drop.thumb.png.1f851c5d2bea3bae1fa2cbc6f3f2fd5c.png

Steps to Reproduce

Unsure. It's my first time creating the fish drop and it behaved like this.

Make it a closed room so it doesn't count other critters maybe
