Excess Fuel/Oxidiser isn't retained when rocket returns

When you overfuel your rocket, the moment before it comes in to land you can see via the Star Map > Rocket Status that there is for example 0.4 tonnes of unused fuel left onboard, but after playing the landing animation and spawning the actual, built rocket objects, both tanks are emptied.


Steps to Reproduce

Send a rocket to space with excess fuel/oxidiser. When it returns, all tanks are emptied.

I think it takes the fuel to land. Rockets now use fuel to start and land, they didn't before. I've had rockets return with half-empty tanks, so it definitely works at least sometimes.

mm also if it required fuel to land that's fine, but that fuel would be included in the fuel required to embark on the journey in the first place yeah? else what? the rocket would make the return journey, but then just before it lands it would crater and explode or something due to not having "landing" fuel? XD
