The new elements of the dlc (cinnabar, nectar, tallow) along with mercury that was a disabled element before the dlc, appear on the base game without any dlc added and can be spawned with sandbox.
Is that intentional?
Does that also mean that mods can add these elements to the game without the Frosty planet pack dlc?
Steps to Reproduce
Disable all dlcs. Make a map with sandbox enabled. Observe that elements of the Frosty planet pack dlc exist and can be spawned
