The Electrolyzer doesn't use water in the CONTENTS if the pipes is empty. The Electrolyzer begins to use water in the CONTENTS if water arrives by 10g.

Steps to Reproduce
Build a usual circuit where water arrives by 10 kg, turn off the water pump after several seconds.
Go to bugs

It needs a flow of water to work.
If there is anything in red, it wont work.
Once you get water flowing again, it will use the stored water too.
