Dups still using telescope

Hi :)

 

I've finished all telescope researches, every single planet is discovered.

Even when I does not have any rocket in space, this bug seems to appear.

Dups are still using the telescope like they're still studying planets.

I even have a gauge, that is never filling at all.

Steps to Reproduce
Finish all telescope researches, then let it reachable.
Go to bugs
