Duplicant can't sleep @20C, too chilly with warm coat

Three duplicants are sleeping in a room, one with a snazzy suit, another with a warm coat, and one with a basic outfit.  Guess which one can't sleep because they are too cold?

The setup: Hassan is sleeping soundly, Freyja pees herself just before going to bed, and Nikola walks through the pee and gets into bed between the other two.

Hassan never walked through the pee and has the Soggy Feet debuff, so there is a similar interaction with feet like Tickled Tootsies.

Temps of the P-H2O at the lower left tile of the cots (L->R): 21.2C, 20.8C, 21.6C.  Air temps above are 19.0-19.4C.  Cot temps are 20.5C, 20.2C, 20.3C

Steps to Reproduce

The setup:  One duplicant is sleeping soundly, another pees herself just before going to bed, and the last walks through the pee and gets into bed between the other two.

My assumption is a conditional check for comfort is performed for the warm coat (change implemented in FPP), but not other clothing.

User Feedback

Chilly surroundings is heavily influenced by the TC of the atmosphere. Water has 25x the thermal conductivity of oxygen, so even with warm coats they'll start feeling chilly at around 33C in water. I'd expect all of them to have chilly surroundings though. Are any of them frost-proof?
