Duplicant cannot pump if there are two liquids available in little space

Dupe is stuck pumping the water with the pump if the space under pump is 1 cell high and there are two types of liquid available.

Steps to Reproduce

Build a Pitcher Pump. Have space of 1 cell below it. Fill it equally with water and polluted water. Have a dupe pump it.
