Dupes will not load water sieve with sand

I built a water sieve to try and clean up some polluted water.  Connected pipe of polluted water form pump, power, and pipe out to a drain.  It produced just 5 kg of clean water then stopped.  Since then it has refused to run saying it is waiting for a delivery of 1200kg ( isn't that way too much? ) of sand, and my dupes won't deliver it.  I set it to priority 9 and have idle dupes.  I built a sand storage container right next to it and loaded it up.  I destroyed the container and dropped the sand on the ground.  I deconstructed and rebuilt the sieve.  I build another sieve elsewhere.  It just keeps saying it is waiting for 1200kg of filter medium and never gets it delivered.

How can I debug this?

Hi, does the issue persist across saves? I.e. if you save and load the game is it still a problem? If so, can you post your save file here?

Yes, reloading the game many times and playing for nearly 100 cycles did not help.  I uploaded the save file in this other bug already:

I have since started a new game on my home computer and the sieve is working in this new world.
