dupes sometimes ignore exosuit checkpoint

may happen due to checkpoint having no power for a sim frame while dupe goes through. even if the power is enough it sometimes sims not enough

But checkpoints don't require power. And the exosuit docks only use power once the suit has been returned.

I have seen this happen twice in my world, but it's so rare that I haven't been able to figure it out. I'll keep an eye on my power levels though and post if I find anything new.
