Dupes refuse to tune generator.

In a save file below I have a Generator Dupes refuses to tune (GasGen to the right from the base above fish farm). I have all requirements, perks, materials. They even tuned that generator once it was build. Second time I had to lock dupe in generator room and randomly turn on/off buildings until something triggered tuning. It was never been tuned again whatever I tried (save/load, another dupe, rebuild generator, reassign electric job).

Steps to Reproduce
Load save file. Find Dupe named Ada. She stands Idle near GasGen.

ahh weird I checked the safe. nothing i did made it possible to tune up the ng generator. Everything seems to check out right so i wonder.
