Dupes ignoring sweep command

Title. I've tried everything, setting sweep priority to 9, turning off every dupe's priority except tidy, using sweep only containers... I dunno what to do too fix it, and the polluted bottles of water around my base are polluting all my oxygen. 

Pic is too show that yes, I do have containers, and yes I know my playthrough is noob level :(

Steps to Reproduce
I have no idea how it happened, I even started up a new game but those dupes swept just fine
Go to bugs

Polluted water bottles go into Bottle Emptier in Plumbing section. You need to build a couple of those and set those to accept polluted water
