dupes don't destruct objects even at priority 9

Dupes keep on not wanting to destruct objects selected to be destructed even when priority is 9.  Happens all the time with ladders, tiles, wires...

Steps to Reproduce
Open attached scene, see the 2 ladders set to be destroyed with priority 9. Dupes do nothing about it.
