Dupes delivering building materials before tile is dug out

Occurs in latest branch.

Dupes sometimes deliver raw materials to a tile before the tile is even dug out. Not sure if its an expected behavior. Only happens to 1x1 buildings like floor tiles etc.

Steps to Reproduce
Place a floor tile in an undug tile in the game. Sometimes dupes will deliver raw materials before its dug out.
Go to bugs

This is intended behaviour. Dupes will always try to deliver materials to a construction before digging, though due to differences in work priorities, chore grouping, etc. the dig may often happen first anyways.
