Desalinator doesn't drop salt

The water desalinator  doesn't drop any salt, it keeps all the salt it gets from desalinating salt water and brine until it's got 1000kg, at which point it refuses to desalinate any more water.

Steps to Reproduce
Get a pool of salt water and/or Brine pump it into a desalinator Wait Desalinator stops working once it reaches 1000kg of stored salt. it never drops any.
Go to bugs

A dupe needs to "clean" the desalinator to remove the salt, I believe it's an operate job.
