Deconstruct ignores priority

Yeah the deconstruct job is higher than every other job, however if you set deconstruct low enough it still gets put behind other things.  It looks like its acting above its priority if you deconstruct a building that already had a high priority, because the order goes through set to the buildings priority.  If you deconstruct at 5 on a refinery set to 9, it will deconstruct at a 9
