[CU-272331] Dupes continue to use metal refinery with broken output

Dupes will continue to use a metal refinery with a broken output pipe, but won't expel coolant. This results in the metal refinery eventually being filled with super hot water, which will instantly convert to steam once the metal refinery is deconstructed

 

Dupes also frequently seem to 'forget' to deliver lime when making steel.

Steps to Reproduce
build a metal refinery. pump in water. make steel. disable repair on output pipe
Go to bugs

That is interesting since other things still output through broken pipes like pumps.

Yeah.  ended up with 20t of  ~900C water before i noticed it.  ended up building a steam turbine around it.
