Cold liquids producing steam?

Cool liquid from an ice biome...

Flows down to a body of liquid below, but it creates steam for some reason.

Steps to Reproduce
Let cold liquid flow down to a body of liquid below. Steam should magically appear out of nowhere.

Look again in the picture. Cool -13.5C crude oil and polluted water are dripping down to the slush of polluted water, pure water and crude oil below at 50C or something. And for some reason, it produces steam instead of cooling the liquids even more.
