Cold liquids producing steam?

Your steam in the picture is over 100C.  That's normal for when water heats up

Look again in the picture. Cool -13.5C crude oil and polluted water are dripping down to the slush of polluted water, pure water and crude oil below at 50C or something. And for some reason, it produces steam instead of cooling the liquids even more.
