Coal Generators cannot be resupplied

Despite coal lying all around, the dupes being idle and coal generator on maximum priority w/ yellow alert, it will not get resupplied. Tried on multiple generators built on different places. Also affects Auto Sweeper. Dupes / Auto Sweeper sometimes supplies the generator to full once it's built, but when it runs out, it won't get resupplied, even if coal is right next to the generator and in range of the Auto Sweeper and dupes being idle. Reloading save / game didn't help. Dupes seem to supply it if it's plugged into regular grid (not heavi watt).

Steps to Reproduce

Build a coal generator and plug it into grid with heavi watt wires (regular wires seem to work sometimes).

Fuel request threshold can stay default.

Dupes / auto sweeper won't supply coal to it (expected: dupes / auto sweeper will supply coal to the coal generator).

The percentage on the coal generator refers to how full the battery is even if it says "fuel". It means the threshold of the battery , in order to refuel the generator. That makes more sense when there is no automation and no smart battery. 

When the generator is hooked up to automation and smart battery, I would suggest to have that threshold to 100% so as soon as the automation allows it, the generator will request fuel.

This has always been a problem. You can set it to 9 and Dupes will ignore loading it. For some reason the Coal Generator has a lower priority over everything else. The best solution is to add a Loader Arm to automatically pick up the Coal and a Storage Bin.
