Coal Generator: Insufficient Resources

My coal generator is showing insuffiecient resources while surrounded by coal. However duplicants will not fill this and stay idle even if they have top priority and assigned to the delivery job.

Steps to Reproduce
Cycle 57, 2 coal generator, 4 jumbo batteries at 0%. Storage bins filled with coal next to generator. Problem starts a bit after I builded a power transformer.

Your dupes cant reach it. Did you not notice the rock in front of your battery? It blocks the path. The generator is all fine, but dupes cant vanish through rock.

Yeah, the problem is that pile of sand preventing the dupes from reaching the generator. This isn't a bug -- its a pathing problem.  Dig out the sand and your dupes will fill the generator NP.
