Chores are not displayed if you don't select a Duplicant

1st one : mouse pointer is over a Duplicant without clicking on anything,

2nd: The Duplicant is selected, chores are displayed for everything, included the items that don't need any action.
(in this screenshot, the dup printer displays the "toggle" message while no action was picked)

Additionnally, this "Chores" word isn't localized.

Steps to Reproduce
Compare the tooltips when the mouse is over a duplicant vs when you click on the said duplicant
Go to bugs

Now that I think about it, are tooltips displayed below the pointer on all platforms (and sometimes being offscreen) or is it linux specific ?
