Ceiling light needs tile below?

I have a Ceiling light in my save that will not turn on and has the "Missing Tile" notification below it. When hovering over this problem (after selecting the light), it says I need to "Build Tile beneath this building". All of the other five lights in my save work fine. This light has power. Went away after restarting the game, so it isn't a serious issue. Thought I should post this anyway though. Here is the save file for that game. 

Running on a 2018 Macbook Pro, 13-inch with Intel Core i7-8559U CPU and 16GB RAM.

Does the ceiling light have a tile above it?

Missing tile tooltip is generic for all buildings in invalid location. In your case it may mean that there is no floor tile above the ceiling light.

Adding: If the light was build prior to the tile, sometimes it wont recognize the tile is build. Deconstructing an rebuilding will help
