Can't plant Wheezeworts

Wheezewort seeds indicate they need a farm plot now to grow, but they can't be grown in anything.

Nevermind, I figured it out... have to put down a farm tile, and then put the flower pot on top of the farm tile, very odd but i can plant them, is this intended?

Steps to Reproduce
Find a wort seed. Make a farm plot Make a flower pot. Try to plant the seed somewhere.
Go to bugs
